EU 2025 Commission work programme: upcoming legislative initiatives
Each year, the Commission adopts its annual work programme, outlining the key policy and legislative initiatives it plans to undertake in the coming year. This programme serves as a crucial tool for fulfilling the commitments set out in the Political Guidelines and the mission letters sent by President von der Leyen to each College Member.
Once adopted, the work programme is presented to the European Parliament Plenary and then to the General Affairs Council. Based on this programme and the priorities proposed by other institutions, the Commission, the European Parliament, and the Council agree on a Joint Declaration on the EU’s legislative priorities for 2025 and Joint Conclusions on priorities for the term.

- First Omnibus package on sustainability (Q1 2025)
- Second Omnibus on investment simplification (Q1 2025)
- Revision of the Sustainable Finance Disclosure Regulation (Q4 2025)
- Digital Package (Q4 2025)
- European Business Wallet (Q4 2025)
- Industrial Decarbonisation Accelerator Act (Q4 2025)
- Review of the Securitisation Framework (Q2 2025)
- Targeted revision of the REACH Regulation (Q4 2025)
- New rules on drug precursors (Q4 2025)
